Financial Verification Officer
Salary Level: As per the EU rules for the Locally Employed Staff of the European Commission Delegation in Georgia.
Job Description
1. Reporting Line
- The Financial Verification Officer reports to the Head of Mission (HoM), while administratively supervised by the Chief of Staff.
2. Main Tasks and Responsibilities
- To verify financial aspects of every purchase made by the Mission, at three different stages of the purchase process: procurement initiation, tender dossiers, contracting and payment, and to control that each expense is in line with relevant EU rules and internal regulations;
- To check the payroll calculation, deductibles and to calculate mission allowances payable to the Mission Members;
- To check the expenses incurred from Petty Cash and Mission corporate credit cards;
- To maintain and regularly update the Budget Module that is a part of the EUMM Integrated Management System;
- To monitor the budget consumption, to reconcile actual payments with budgetary and legal commitments and the procurement acquisition plan;
- To contribute to reports on the verification findings, recording recurrent problems in the registry of issues for follow-up and to bring any such findings or problems to the attention of the Chief of Staff, relevant Head of Department, and/or Internal Auditor;
- To report on the findings to the Mission Management as required;
- To participate in the development and implementation of the different Standard Operating Procedures and Administrative Instructions;
- To undertake any other related tasks as requested by the Line Manager.
3. Essential Qualifications and Experience
- Successful completion of university studies of at least 4 years attested by a diploma OR a qualification in the National Qualifications Framework which is equivalent to level 7 in the European Qualifications Framework OR a qualification of the second cycle under the framework of qualifications of the European Higher Education Area, e.g., Masters Degree. The qualification should be in any of the fields of Audit, Economics, Finance, Accounting, Banking and Insurance or any other related field; AND
- After having fulfilled the education requirements, a minimum of 5 years of relevant and proven full-time professional experience in Audit, Accountancy or Book-Keeping;
- Enjoy full civil rights and do not have a criminal record;
- Physically fit to perform the duties relating to the post. Such physical fitness should be attested by a medical certificate.
4. Essential Knowledge, Skills and Abilities
- Fluency in English and Georgian languages (oral and written);
- Experience in positions requiring analytical and organizational skills, with a service and project oriented approach;
- Excellent knowledge and experience with Microsoft office (MS Word, Excel, Power Point), and databases;
- Experience in using data for preparing reports;
- Experience in monitoring and evaluating procedures and processes;
- Possess a pro-active and solution-oriented attitude. To have a strong sense of initiative, responsibility and autonomy;
- Excellent analytical and organisational skills, with a service and project-orientated approach;
- To deliver work on time and to agreed standards, even under pressure;
- Excellent communication skills to work with people at all levels within the organization, and with people in other organisations;
- To have a strong sense of confidentiality and discretion in dealing with Mission-related matters;
- Ability to write and communicate in a clear and concise manner;
- Ability to work accurately, and to have precise attention to detail;
- Ability to remain calm whilst working in a busy, sometimes stressful environment;
- Ability to adhere to EU fundamental values and standards.
5. Desirable Qualifications and Experience
- Professional experience in an international organisation working with people from diverse backgrounds.
6. Desirable Knowledge, Skills and Abilities
- Knowledge of the EU Financial Regulation and other financial and procurement rules applicable to CSDP missions;
- Knowledge of Russian language (oral and written);
- To be in possession of a valid category B driving license.
Note: This is a contracted position (Function Group I), governed by General service conditions of Local Staff employed by EUMM Georgia, serving in Georgia.
